A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, SELECTING ALBERNI, CABALLERO & COMPANY, LLP, FOR PROFESSIONAL AUDITING SERVICES TO THE TOWN; AUTHORIZING THE TOWN MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT RELATING TO THE SAME; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town Council on April 16, 2014 via Resolution # 14-23 authorized staff to issue a Request for Proposal (RFP) # 14-03: Professional Auditing Services. The RFP was advertised in a newspaper of general circulation (Attachment "A") which, complies with the Town's adopted Purchasing Ordinance # 06-22. The RFP had a due date and time of June 10, 2014 at 4:00 p.m. The Town received three (3) sealed bid packages, from potential firms which, were publicly opened at Town Hall.
An Evaluation Selection Committee was created by the Town Manager to evaluate the proposals and consisted of the following Town staff: Robert Daddario, Finance Director (Committee Chair), Alan Ricke, Parks & Recreation Director, and Sandra Cuervo, Building & Code Compliance Division Manager.
The Evaluation Selection Committee met on June 24, 2014 at 3 p.m. at Town Hall to evaluate the written proposals submitted. The Selection Committee Chair tabulated the committee members' evaluation forms and calculated the score for each bidder based on the weighting criteria stipulated in the RFP. The top ranked firm was Alberni, Caballero & Company, LLP and the committee recommended to the Town Manager selection of that firm pursuant to the RFP. The Town Manager concurs with the committee's recommendation (Attachment "B")
