REQUESTTitle

A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, RATIFYING AN AMENDMENT TO THE GRANT AGREEMENT BETWEEN THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION AND THE TOWN OF CUTLER BAY FOR THE INSTALLATION OF A CANOE/KAYAK LAUNCH AT LAKES BY THE BAY PARK; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.
Body
BACKGROUND AND ANALYSIS

The Town Council at the August 21, 2013, Town Council meeting, adopted Resolution # 13-58: approving a Grant Agreement between Florida Department of Environmental Protection ("DEP") and the Town. The Grant is administered by DEP through the Florida Coastal Zone Management Program (CZMP) for the installation of a canoe/kayak launch at Lakes-by-the-Bay Park. Funding to the state program is made available through the National Oceanographic and Atmospheric Administration (NOAA).

Due to unforeseen conditions, Town staff requested a time extension from April 15, 2104 to June 30, 2014 (Attachment "A"), in order to complete the planned canoe/kayak launch project. As a result, DEP has approved the Town's request and which requires an Amended Grant Agreement. The total project cost is $ 60,000 (DEP Grant award $30,000.00 & Town matching funds of $ 30,000).

The Project will include the installation of a pervious-surface parking lot (accessible from SW 85th Avenue) and walking trail, as well as the installation of a canoe/kayak launch on the lake bordering the park. The launch will be handicapped accessible in order to provide the opportunity for all residents to take advantage of this new recreational amenity.

RECOMMENDATION

We recommend that the attached resolution be adopted.
