FOR ELEVATOR MODERNIZATION AND MAINTENANCE SERVICES, FOR THE TOWN CENTER BUILDING; AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT RELATING TO THE SAME; AND PROVIDING AN EFFECTIVE DATE

BACKGROUND AND ANALYSIS
At the November 20, 2013 Town Council meeting, authorization was given to advertise a Request for Proposals (RFP) #13-11 for Elevator Modernization and Maintenance for the Town Center. In accordance with the Town’s Purchasing Ordinance #06-22, the RFP was publicly advertised on December 17, 2013 (Attachment “A”). A “Mandatory” pre-bid meeting was held on January 8, 2014, at which time we had six (6) potential bidders attended (Attachment “B”), of which, the Town received five (5) proposals by the designated deadline on the RFP of February 11, 2014. As provided for in the RFP, an Evaluation Committee was created to Evaluate and Rank each of the responsive Bidders Proposals. On February 27, 2014, the Evaluation Committee met to Evaluate and Rank each of the five (5) submittals. Attached for your review, are the Evaluation Committee’s Ranking Sheets (Attachment “C”). Due to the technical nature of the project, the Town’s elevator consultant (Connections Elevator) conducted reference checks on the selected firm (Attachment “D”). Please find attached for your review the highest ranked firm’s proposal package (Attachment “E”).
RECOMMENDATION
It is recommended that the Town Council approve the attached resolution authorizing the Town Manager to negotiate and execute a contract with Delaware Elevators of Florida, Inc.
