TO PROVIDE CONSTRUCTION ENGINEERING AND INSPECTION SERVICES FOR THE LAKES BY-THE-BAY PARK CANOE/KAYAK LAUNCH PROJECT, AND PROVIDING AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
On August 21, 2013, via Resolution number 13-58, the Town Council approved a Grant Agreement between the Town and the Florida Department of Environmental Protection (FDEP) for the installation of a canoe/kayak launch at Lakes By-the-Bay Park. The Parks and Recreation Department will utilize the services of one of the Town's general Engineering Consultants that are currently under contract. For this project, Town staff is recommending the professional construction, engineering and inspection (CEI) services of Marlin Engineering, Inc. Town staff has negotiated the proposed construction support and post design engineering services with Marlin Engineering, Inc., utilizing the same hourly rates adopted in the "non-exclusive" Professional Services Agreement, in the amount "not-to-exceed" $26,641.27.
As part of this contract, Marlin Engineering, Inc. will be providing the following services throughout the duration of the project:
> Pre-Design Services and Testing
> Design Services
> Construction Engineering Oversight
These services include, but are not limited to pre-construction surveying and documentation, pre-construction conference, monthly progress meetings, project management and coordination, site plan coordination, construction estimates, preparation of construction documents, field reviews, materials testing final inspection and close-out...
