A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, AUTHORIZING THE TOWN MANAGER TO ENTER INTO AN EDUCATIONAL COMPACT AGREEMENT WITH MIAMI-DADE COUNTY PUBLIC SCHOOLS; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
On March 16, 2011 the Town Council created an Educational Compact Advisory Committee, with a specific goal to develop specific recommendations, in developing an Educational Compact with the Miami-Dade County Public Schools. After several public meetings and discussions, the final Recommendations and Comments report was submitted by the Educational Compact Advisory Committee on March 7, 2012 (Attachment "A").
Immediately thereafter, the Town Council directed Town staff to negotiate an Interlocal Agreement to create a new High School, located within our Town. The development of this Interlocal Agreement required a great deal of Town staff's time and negotiations which, spanned over a two (2) year process. Once the Interlocal was executed and the construction phase commenced, both School Board and Town staff then turned their focus towards the development of the Educational Compact Agreement.
The Town's Educational Compact Advisory Committee's final report, served as a guide for both School Board and Town staff. On December 11, 2013, the Miami-Dade County Public School Board approved the Town's Educational Compact Agreement (Attachment "B"), based on the recommendation from the Alberto M. Carvalho - Superintendent. Several Members from the Town Council and both Town Attorney & Town Manager, attended the December 11th School Board Meeting.
